The Estonian Cooperation Assembly monitors issues affecting Estonia’s long-term development, develops policy recommendations and initiatives to promote civil society in cooperation with non-governmental organizations, and promotes participatory democracy.

Citizens’ Initiative

Rahvaalgatus.ee is a citizen initiative platform that connects the citizenry, the parlament and local governments and enables people to implement their right to make collective proposals conveniently. The notable success story of e-democracy has increased the participation of the Estonian people in issues related to national and local life, made political decision-making processes more transparent and dialogue more open.
